FEMA’s Public Assistance program provides grants to local governments, state agencies, and eligible nonprofits for emergency protective measures following a presidentially declared disaster. Temporary shrink wrap enclosures on eligible facilities qualify as Category B emergency protective measures.
Documentation Requirements for PA Reimbursement
FEMA PA requires applicants to document the nexus between the declared disaster, the specific damage to the facility, and the emergency protective measure taken. For shrink wrap enclosures, this means pre-storm baseline condition records, post-storm damage assessment, installation work order and invoice, and post-installation photo documentation.
Force Account vs. Contract Work
Government applicants performing enclosure work with their own personnel use FEMA force account labor and equipment documentation. Most applicants use contracted crews, in which case a competitively procured contract is the standard. StormWrappers is experienced with FEMA PA contract documentation requirements.
Cost Eligibility Notes
Enclosure costs are eligible to the extent they are reasonable, necessary, and directly tied to the disaster. FEMA project officers typically accept market-rate pricing for emergency enclosure work.
